Official English Version (For International Human Rights Organizations)**
Subject: Request for Documentation, Assessment, and Urgent Action Regarding Internal Displacement and Civilian Safety Concerns
To whom it may concern,
My name is **Dr. Hassan Khavari**, a retired general physician, born in 1966,
and a resident of **Karaj for the past 20 years**.
I am writing to you as a civilian who has recently been **forced to leave my home in Karaj due to escalating security threats**, including nighttime air incursions and explosions, and to seek temporary refuge in the city of **Mashhad**.
Although Mashhad is my birthplace, this relocation was not voluntary or recreational.
It was an **internal displacement for the purpose of safety and survival**.
I am now, along with many others, an **internally displaced person (IDP)** within my own country—
without crossing any border, yet living with fear, instability, and loss of normal life.
Summary of the situation:
In recent weeks, the following conditions have severely endangered the physical and psychological well-being of civilians in Karaj and surrounding areas:
- Repeated nighttime presence of military aircraft
- Visible flashes of explosions followed by intense sound waves
- Shaking of buildings, windows, and household structures
- Rising fear, panic attacks, and severe sleep disturbances
- Forced departure from our long-term homes
- Disruption of work, medical care, family life, and essential routines
- Psychological harm to children, the elderly, and vulnerable individuals
- Persistent sense of insecurity and instability
As a physician who has previously served victims of war and trauma,
I am deeply concerned that the **psychological damage caused by these conditions
is comparable to physical harm**.
My requests:
I respectfully ask your organization to:
1. **Document and acknowledge the internal displacement** and the threat to civilian life.
2. Advocate for the **protection of civilians** under international humanitarian and human rights standards.
3. Deploy, if possible, an **independent monitoring or fact‑finding team** to assess the humanitarian situation.
4. Publish a **neutral and accurate report** on the human impact of these events.
5. Urge all parties involved to take immediate measures to **prevent harm to non-combatants**.
This letter is not political in nature.
It is the voice of a human being—a physician, a father, and a long-term resident of Karaj—
who has been forced to leave his home after 20 years
and now lives in temporary refuge within his own country.
Our requests are simple and universal:
**The right to safety.
The right to sleep without explosions.
The right to protect our families.
The right to peace.**
Respectfully,
**Dr. Hassan Khavari**
Retired General Physician
20-year resident of Karaj
Currently displaced to Mashhad due to security threats
Iran
